Anyone who’s received a traffic ticket knows the recipient needs to sign it. A Corning woman has learned that lesson the hard way. On Wednesday, Corning Police stopped 47-year-old Minerva Martinez Flores for a defective windshield. During the stop, it was determined that she was driving without a license or insurance. The officer didn’t arrest her, but issued her a citation instead. Martinez Flores adamantly refused to sign it. She was then placed under arrest for refusal to give her written promise to appear in court and booked into Tehama County Jail.
